Nuclear Waste Services has a vacancy for an experienced Land & Property Manager to join our team flexible working across the NWS estate.

The role holder will be responsible for leading NWS work in relation to land access, acquisition, management and related property matters to enable the implementation of a Geological Disposal Facility (GDF) across our communities and in accordance with Government Policy.  In addition they will provide strategic advice on land matters to minimise risk to the programme.

They will lead on property matters by providing guidance to internal stakeholders, coordinate delivery or land requirements within communities and direct the team(s) and consultants to ensure that NWS achieves its objectives and priorities with the support and trust of with local land property stakeholders, and in accordance with guiding policy and practice (for example the GDF WWC Policy).  They will lead and coordinate multiple strands of NWS activities locally, to ensure NWS reputation is carefully protected. They will lead support from enabling functions such as Communications, Commercial, Legal, Major Permissions, and others as required.

The Land & Property Manager will drive decision making and proactively manage issues and risks/opportunities, providing timely and effective reporting to ensuring that there are no surprises for key stakeholders.

Roles and Responsibilities
  • Lead representation of Nuclear Waste Services on land and property matters at key community forums and groups, for example the GDF Community Partnership;
  • Develop and implement a land access and acquisition strategy for each phase of the programme.
  • Develop and implement land strategies, alongside the Head of Community Operations & Land and other internal stakeholder to mitigate land risks associated with programme duration
  • Lead on securing rights, develop and maintain relationships with key stakeholders in the marine environment (such as The Crown Estate, North Sea Transition Authority)
  • Work with Major Permissions team and all land related deliverables associated with the DCO process
  • Effective management of estate management providers and contract staff on all property and land matters
  • Help to develop and the land team to reflect project and programme demand
  • Embed best practice from other NSIPs and major infrastructure projects across the UK
  • Ensure accurate reporting on progress is provided to appropriate stakeholders;
  • Develop and maintain relationships with NDA land team and other key land stakeholder
  • Manage the operation and development of property mitigation schemes across all communities
  • Collaborate with Legal and Commercial colleagues to ensure that NWS has suitable delegations and work procedures to effectively deliver land requirements across
  • Own risk and issue mitigation actions in relation to land and property matters across projects and programmes, to ensure they are managed proactively effectively and, where appropriate, escalated to NWS governance so that there are no surprises for key stakeholders;
  • Work with Programme, Project and other to ensure that sufficient resource (internal and external, including any required external spend) is secured, allocated and prioritised to deliver the required activities locally.
Experience Required
  • Visible leadership - able to lead through engaging, motivating, coaching and empowering others.
  • Experience of establishing strong positive relationships with communities, stakeholders, local Government officers and landowners
  • Experience (5 years plus) of leading teams that deliver significant scale outcomes through managing and engaging effectively with external stakeholders in project or other outreach environments.
  • Experience in leading operational delivery teams working in communities to deliver outcomes in collaboration with others.
  • Experience leading, motivating and managing multi-disciplinary teams, including internal and external resources, to drive integration, teamwork and problem solving while holding teams accountable for performance.
  • Demonstrable experience of successful delivery of land acquisition and access for major infrastructure projects
  • Experience of the DCO process
  • Experience of developing and implementing land strategies including the use of statutory powers
  • Membership of RICS or other professional bodies alongside professional experience, may be beneficial but isn’t essential
  • Experience of working within a regulated environment is beneficial
  • Experienced and comfortable with change with the ability to work with an organisation that is undergoing significant transformation and can demonstrate a proven ability to conform to shifting priorities, demands and timelines through analytical and problem-solving capabilities.
  • Collaboration - able to establish and develop collaborative relationships with communities, internal and external stakeholders, bringing people together.
  • Working with ambiguity - able to build consensus and set direction in uncertain situations and apply knowledge and techniques to reduce ambiguity.
