Job Description

Nuclear Waste Services is looking for a Procurement Specialist to join our busy team in Harwell, Oxfordshire. 

As part of this role your will manage effective and efficient, end to end procurement projects that support Radioactive Waste Management (RWM) trading as Nuclear Waste Services making good business decisions.

Your will also provide authoritative advice to the RWM business on strategic and operational commercial matters in support of the implementation of the GDF programme. And, deliver RWM’s contractual arrangements and develop RWM’s supply chain, whilst ensuring compliance with the Public Contract Regulations (PCR). 

Roles and Responsibilities
  • Manage a diverse range of end-to-end procurements/contracts for projects from across all indirect categories in order to maximise value for money
  • Manage mini-competitions and direct awards from framework agreements, including RWM’s own frameworks and those let by the Crown Commercial Service and other buying groups.
  • Primarily manage procurements under the Find a Tender threshold (~£180,000) with opportunities to support and collaborate on more complex projects.
  • Influence a wide range of internal and external stakeholders up to
  • Director level, working as a critical friend to help them solve problems and realise opportunities for RWM while ensuring compliance with the procurement policy.
  • Support the management of a pipeline of procurement work through proactive category analysis and business partnering 
  • Support the management of Contracts in the supply chain, managing effectively and efficiently in a collaborative manner and resolving disputes where they occur in the supply chain.
  • Utilise the support of the Procurement Analyst to analyse spend and contract data to inform the strategy for procuring services. 
  • Apply commercial intelligence to find opportunities and solve problems for the business needs of RWM, utilising the support of the Procurement Analyst to research the markets, service and commercial models and other information to support standard and creative solutions.
  • Develop and analyse procurement management information to improve business intelligence and inform commercial decisions and business plans made at all levels within the organisation.
  • Facilitate meetings with internal and external stakeholders, such as clarification of scope or market engagement events with suppliers or meeting with internal stakeholders to understand their needs or update them on progress.
  • Collaborate with colleagues across RWM in order to make sure procurement projects are delivered effectively and in compliance with RWM’s policies, procedures and processes, including publishing procurement opportunities on Contracts Finder and Find a Tender as appropriate.
  • Be proficient in the use of RWM’s Commercial toolkit, procurement policy, procedure, process and operating procedure documentation and seek opportunities to improve the toolkit and adoption of its use.  This includes the application of commercial policy and processes from the toolkit and may also include assisting with the drafting and review of revised documents and policy
  • Authorise financial requests including Purchase Orders and ensure that new Contracts are created on the Finance and Contract Management systems in a timely manner.
  • Facilitate the tender evaluation process including undertaking financial checks, evaluation of total cost of ownership and moderating evaluation panels to ensure compliance with the PCR including verifying that the scoring is appropriate, gathering and formalising feedback for unsuccessful suppliers to be used for the standstill letters before contract award. 
  • Act as an ambassador for RWM, acting ethically and professionally while performing the role. This includes supporting contract management activities to ensure supplier performance is effectively managed, continuous improvement principles are embedded (where appropriate e.g. Supplier Relationship Management) and where necessary resolving disputes.  All procurement strategies must be accompanied with a contract management plan to ensure appropriate post award controls are in place.
  • Work in compliance with RWM’s policies and procedures and applicable laws, rules, and regulations. Ensure effective audit trails are in place for procurements in accordance with the PCR and RWM policies

Other duties as may be required to support the effective operation of RWM Business Services.

Experience Required

Essential

  • Excellent attention to detail
  • Excellent understanding of how to run end to end procurement and contract management of projects in accordance with Public Contract Regulations.
  • Prioritising – with support - a challenging workload of competing priorities
  • Excellent written and verbal English
  • Advanced use of Microsoft Word, Excel, Outlook and PowerPoint including detailed formatting of formal contract documents in Word
  • Ability to quickly learn and work with new processes and IT systems
  • Good stakeholder management skills with the ability to present and discuss information professionally and tease information out of people
  • Able to understand, explain and apply RWM’s procurement process (implementing the Public Contracts Regulations 2015 and procurement good practice) with a wide range of stakeholders
  • Previous experience of managing indirect procurement projects
  • Experience working in a Commercial team

Desirable

  • Member of the Chartered Institute of Purchasing & Supply (MCIPS), part-qualified or similar professional certification (with potential to sponsor further study)
  • Degree or equivalent academic qualifications
