Job Description

Nuclear Waste Services has a vacancy for a Senior Commercial Lead to join its busy team flexible working with regular travel to Pelham House in Cumbria.

As part of this role, you will have initial responsibility for our Operations portfolio within NWS, leading and developing commercial & procurement strategies for a range of requirements to support our operational activity, including our Low Level Waste Repository in West Cumbria.  This will include a vast mix of activity, but include infrastructure, land remediation, asset care and a whole range of enablers including design, project management and facilities management.

You will also lead the strategic direction of NWS through driving and developing the right commercial and procurement strategies, you will do this by influencing senior stakeholders across the business to underpin and deliver lifecycle value for NWS.  We require a strong commercial background alongside significant interpersonal skills to develop strong business  relationships with internal and external stakeholders.

Roles and Responsibilities

The scope of the role will include:

Define: pre-procurement stage

  • shaping and defining the business need
  • developing and managing a procurement pipeline
  • supply market analysis and early market engagement
  • developing and analysing commercial options representing sound management of risk and value for money
  • Developing sourcing / commercial strategies in line with respective Cabinet Office and Treasury Guidance
  • Supporting Outline Business Cases through ownership of the commercial case
  • Social Value being an integral part to the delivery of the services

Procure: sourcing phase

  • work with sourcing and contract management disciplines to maintain strategic intent through the sourcing phase including -
  • bid evaluation and supplier selection
  • appropriate risk allocation between parties
  • applying effective contract terms
  • Integrating effective contract management strategies to enable contract success
  • Support to the FBC and input into commercial case as required.

Manage – contract management phase

  • Work with contract management discipline to maintain strategic intent through the commercial lifecycle, including:
  • Support to major claims
  • Variations, including contract and framework extensions.
  • Learning from experience for related demand / procurement strategies.
  • Recruits, develops and manages a high performing team to deliver the scope of the portfolio
  • Oversight of all procurements relevant to the portfolio.
  • Probity in terms of compliance with modern slavery act, supplier (subcontract) payments and bribery and corruption.
  • Engagement with the One NDA Commercial approach 
  • Work with the Senior Contract Management lead to ensure appropriate contract management mechanisms are factored in to strategy.
Experience Required
  • Educated to degree standard or equivalent experience
  • Ideally a member and accredited to MCIPS, MRICS status, or equivalent.
  • Senior procurement and contract management experience ideally gained both in the private and public sector. Role requires significant commercial and operational experience.
  • Key skills include: the ability to deliver business solutions at the point of need within the relevant regulatory and policy framework; team leader – to motivate, build capability and develop recognised high performing teams; analyse complex issues and develop appropriate strategic solutions, diplomatic, persuasive communication skills, negotiation skills, appropriate varied presentational styles and the ability to manage complex projects.
  • Able to present and explain complex issues at all levels of the organisation and audiences in an understandable concise manner; build networks internal to the NDA Group and externally.
