Job Description

We are looking for a Senior Contract Officer to join our Commercial function!

As a Senior Contract Officer you will act as a category lead for pre and post-contract management of Service supply chain framework agreements and contracts. You will be involved in the delivery of pre-contract activities such as procurement, evaluation and award, further competitions to post contract activities such as assurance and governance, rick, sanction to close out.

This is an exciting opportunity for the successful individual to get involved in the full contract lifecycle and help NWS deliver it services and realise opportunities and benefits for clients and customers.

Roles and Responsibilities
  • Generation of contract and commercial management deliverables, including reporting against progress to the Contract Manager, the business and external bodies;
  • Identification, analysis, and management of contract & commercial risks, issues, and assumptions;
  • Lead on further competitions, production, co-ordination & assessment of tender documentation and producing recommendation for award, (framework terms are mainly based on NEC4 supply and term service contract);
  • Support the delivery of OJEU framework procurements;
  • Maintain a knowledge and awareness of all applicable legislation to ensure compliance in everything we do (eg Public Contract Regulations);
  • Be a team leader, either managing a team or coaching and mentoring individuals;
  • Provide support and guidance to both internal parties and external customers and suppliers;
  • Establish supplier relationships, to build, strengthen & maintain new & existing relationships;
  • Proactively managing suppliers ensuring goods and services are delivered to the required quality, cost and schedule;
  • Support the review of the C&CM Internal management systems to align with, and cope with, new service requirements for contract and commercial management and finance (relating to supplier payment certification and generation of customer invoices);
  • Deputising for the Contract Manager, as required.
Experience Required
  • Degree in relevant subject or part professional qualification (e.g. MCIPS / RICS)
  • Relevant Contract Management/ Procurement experience covering a range of services
  • Appropriate practical knowledge and experience of the NEC suite of contracts including experience of a range of NEC Main Options;
  • Strong commercial & contract awareness and able to demonstrate experience in purchasing & contract management.
    A demonstrable ability to deal with stakeholders across a broad range of management levels and technical expertise;
  • Experience of establishing & maintaining relationships with both internal and external stakeholders in order to achieve NWS’s strategic objectives;
  • Excellent IT skills with practical experience of Microsoft Excel and Word;
  • Experience of involvement in complex business programmes;
  • Experience of public procurement regulations, or alternative structured procurement system, to support the further competition processes within the multi-supplier lots of the frameworks.
